MANAMA: Bahrain is planning to introduce a pioneering judicial reform based on an open prisons system.
It will build on the alternative penalties programme and allow inmates to complete their sentences with minimal supervision and perimeter security, Interior Minister General Shaikh Rashid bin Abdulla Al Khalifa said yesterday .
